Lowfat Fettucine Alfredo

1 T margarine/butter
2 small garlic cloves, minced
1 T flour
1 1/2 c. skim milk
2 T light cream cheese
1 1/4 c grated fresh parmesan cheese, divided
4 c hot cooked fettucine noodles
2 t fresh parsley
